The answer to that Q is already contained in this week's BFS announcement.
It's gonna be either 1.1 or 2.2 and running with the eventual chosen option.
2.2 isn't going to be a neat 'snap-on" modular upgrade. The cost and time inefficiencies (and disruption) associated with starting with 1.1 then switching to 2.2 only six months later would rule the sequential approach out. If the time lag for 2.2 blew out to a coupla years, then a sequential approach might be chosen out of necessity.
