If the seam of phosphorite is 4m thick, and 20cm of that seam is 30% P2O5, whereas the whole seam never gets above 25% and averages less than 20%, do you think its reasonable to report insitu resource at a 30% grade? Knowing full well it would never be economic to mine if you excluded all the low grade resource?
