Reads to me like Stage 3 is a dead duck, they just don't want to say so.
So.... is it pending, or not pending....
Why not be honest with the market and just say, its currently not viable, but if POG goes above say, 3000k AUD, we will re-assess.
Though of course, this this means, that Edna Mays contribution to the production profile drops off a cliff in 2025 etc. Perhaps if they can get it into production by then, it will basically replace most of Edna, at a better AISC.
Def a tricky situation to be in.
