I think this is a good tactical move. Do the capital raise to start production again in about 6 months and with runs on the board show the US goverment that the company can be a reliable uranium producer worthy of government contracts.
The lead in time to get into production does not happen overnight and hopefully the timing is right to take advantage of growing positive sentiment for uranium.
Energy scarcity is already at critical levels and eventually governments will have to accept that uranium must be utilised for a carbon free energy future.
