I don't think the SOI is that great of a concern with regards to dilution etc, sure its annoying but that is reality and how most companies raise money.

It is the fact that they have done the raise below 52w low. 13c? Really? Most companies raise when the price is high, PEN has waited until as low as it has been for 12 months and then decided to raise, but not before some questionable selling the day before.
