My take is that it is approved and the SA Govt want a big media event with High-Vis gear etc....
There can be Trading Halts for rejection of a submission for Approval, but I very much doubt this is the case here.
If it was a rejection, I feel the announcement would have said it was "regarding a submission for Regulatory Approval" not "regarding a Regulatory Approval"......
