TLS are constrained by nonsense government inflicted regulation. This is the basis of the whole problem. They want to install the best outcomes and run the business for customers and shareholders like a normal company but they can't because they're totally hamstrung at every turn. For example they wanted to install fibre to the node, which would have been installed and done by now to give consumers FULL speed. The crazy NBN idiot Labor branchild would have not needed to exist.

Why didn't Telstra install Fibre to the node? Because the government tells them that any asset they develop for themselves at their own cost must be usable by foreign owned Optus, Vodaphone or any other parasite that comes along. This is unlike any other company or entity that has rights to their own property and investments. The government is now stewing in problems of it's own making. The end result is a no win for anyone. Taxpayers will be gutted, shareholders will be gutted. The only winners being foreign owners like the Singapore Govt (Optus owners), foreign bankers and Vodaphone shareholders. Bad for our foreign debt, long term sovereignty, etc, etc I could go on and on.

By the way Fibre to the node is SUPERIOR to fibre to the home in my opinion. Using copper for the last leg enables the provider to supply voltage to the line so this is why your phone works independently. In case you don't know already with fibre to the home you will lose your comms if you lose your electricity supply. Nice hey?
