Shareholders, you were referring to, would have different time frame thus their tolerance to management could be more lenient. Their attitude is more likely to be not rock the boat and their investments is only small relative to their portfolio, they won't inclined to do anything.
I would be stirring the pot in saying, the bark here has no bite. In an invitation for shareholders to join in an put in an effort to do something instead of just casting our grievances at HC, only 2 responded. So holders here do not deemed worthwhile to do something about it. Meanwhile directors here whistle their ways as there is no worthy opposition to them.
Now that management has a vote of confidence, they now will also have performance shares on achieving a share price of 10c in 3 years, a relatively low figure and long time to achieve, they should be able to do something meaningful now to give value for their efforts.
Management now can take their time instead of being pressed to act immediately to meet holders demand. The fact that you reitered many times, now they have $17.5 millions to do their bidding.
