They had a partner in Texas, a very small American company who had a site and were working on the permitting process last I heard. They had a partner called Blue Line Corp in Hondo, TX, but haven't heard about this for a long time. Latest is that they are still looking at options.
US Department of Defense has contributed US$30 million for the LRE plant and $120 million for the HRE plant.
