Funny you should ask.
The current management took over in 2014 immediately after the previous management turned the company around from insolvency and secured record cash. They sacked everyone, paid the money to themselves, promised exciting new projects, cancelling all the work in progress including rare earths, graphite, copper and phosphate.
As you recognize, none of that came to pass. Instead, a trail of failed and unexciting projects, with a trail of company name changes, presumably in an attempt to quickly cover the lack of progress. Name changes to me seem to be the only thing the management have been good at.
It is interesting that they are now recruiting a new CEO, not sure what is behind that.
From my perspective, given this history of nothing, I would put no stead in anything the current leadership says or does. The decade of flat share price and jumping from one resource to another all the time speaks for itself.
