They do have enough franking credits to pay dividends. The problem is they can't pay them for 6 months. So the option is, leave the cash on the balance sheet until the Half year and Full year, or reinvest in the company at a 40% ROE (Through a buyback).
I have to say though, I do understand your frustration given the recent sell down of directors.
