Having a re-read, aside from the "dual-party", to me it sounds like it could be a competitive process. Primero doing their thing, GRES doing theirs, and the best package wins the contract.
I guess different aspects of the project requirements could be given to the firm most suited for that specific work too, using the strengths of both?
