'Up to 4 million shares' was outlined. After consolidation the share price was around 12-14$. If the shares remained there or went higher then the nasdaq listing would not be raising 4 million shares exactly would it? Would be 1.5-2 million shares for the US bank outlined.
Coincidentally now the share price has been sold down to 6.9$ (pre consolidation 4.5c).... so once the naadaq listing happens would it be a coincidence it turns out to be exactly 4 million shares for the US bank.. for the same investment as say if the share price was 13$... no US invested would be only getting half of that for the same money.
Did you read the original announcement it states 'up to' meaning if the share price was higher there would be far less shares being raised for the same investment price.
