Couldn’t back up your claim that “Local oil producers are trucking 50 000 barrels a day”??? Where did you get this figure??

The tiniest bit of research shows that since April 2022 Cuba has had a total daily average production of only 32 BBL/D/1K. From Dec 21 to March 2022 their total daily average was only 33 BBL/D/1K. For all of 2021 it was less than 35 BBL/D/1K.

The last time Cuba averaged 50,000 barrels a day or more ‘locally’, was back in 2015.

Pretty hard to truck 50k a day when the whole country is only producing 32. But don’t let the facts get in the way of your ‘research’ which has never been proven wrong.
