question about today's capital raising

    I noticed that in GDN 25/02/2010 announcement, it said that GDN only can issue another 19,560,000 shares without an approval from shareholders' meeting. But today's announcement said this new issue of 30,000,000 shares doesn't need shareholders approval. Why? Does it sound correct?
