I noted that as well.
One other boat was loaded with just 25
I presume that was to test if the barges would do it and test the manual handling etc with extra full weight i.e 7200t.
28 means they are being cycled lighter. Around 6400.
I have noticed most days with 3 barges heading out lately? to see how the transport syst handles the pace?
Once belts are running 30 percent faster next year that nodes well for their target and those 3barges holding 7200t each.
