"this will expire at the end of this week in the event it does not get extended"

Reading between the lines, I get the feeling he's saying the extension would have been applied for before the end of the week. They would have known well beforehand whether an extension is required and anyway, how long and difficult/technical/analytical would it be to word up a memo requesting it when they had sufficient time?

Most of OBJ anns have been nebulous and open to interpretation for a reason IMO...to muddy the waters, and they're extremely efficient in doing just that.
