Why was some of the first information we heard about the missing person (killer) related to his conspiracy theory history?

With all the shooting going on would a neighbour really walk into the danger zone?

And another odd point.

If the killers had time to try to smoke out the hiding police woman, and had already executed 2 injured police, killed the neighbour, why leave the third injured police officer alive?
