A pilot plant is just that, a test facility - a step up from bench-scale work, affords flowsheet optimisation at sub-commercial scale. It need not be where the final commercial facility is planned for. Your comment regarding 'the Germans not being interested' is nonsense.
The proposed Kwinana facility was not a pilot plant. A lower-output 5ktpa stage 1 facility was to address risk mitigation (gently gently) and the apparent lack of customer demand in previous years before ramping up to full scale 20ktpa commercial production.
Why the pull-back on Kwinana? The company is yet to address this and I gave my best guess previously. I suspect the first full scale BAM facility will be in NA/EU.
The EFA is not insurmountable, clearly (BKT,ORR,STA). Numerous companies are still pushing through the process though - those with downstream processing plans appear to have faced a greater hurdle and have been pressured into in-country development in negotiations.
