This is because a figure of 20 to 30% of uncommitted funds will be available to be put to dividends. The Company will have commitments to progressing with projects, ideas and sudden opportunities, a reserve for an unforeseen event which it will hold in reserve and this is where the 20 -30% will come from to be distributed over. That is cash in bank, less funds for the afore mentioned. A very basic answer but I hope it helps.
