"allowed LAC to proceed with drilling pending a final disposition of the case." You're mixing up drilling with mining. The judge did permit mining, but LAC was smart enough not to waste much money on starting operations until they knew the outcome.
Judges in Arizona may be all over the map, but they are all under the 9th Circuit, which has been more sympathetic than most when it comes to environmental and Native American issues. No Arizona judge wants to be reversed by a higher court.
