They are referring to the planned target.

The target could be a structural intersection from data gathered from other geological observations or a geophysical anomaly like an EM plate from modeling etc. The target doesn't have to be the middle of a high-grade sulphide ore body, but wouldn't that be nice.

Deep-hole navigational drilling is a high-risk activity in terms of execution. Yes, you can get it smack on, but if you have difficulties with ground conditions, drills, the driller, navigational tools, surveys, etc etc. your options are limited for corrections at a price point that's acceptable, otherwise it's cheaper to drill another hole.
