yes two possibilities really , larger plant for higher quality sand and smaller production requirement to make it feasible or smaller plant (washing only) with larger production .
i prefer the former myself and as far as i can ascertain given the lack of information the sand appears to respond well to upgrade having metal oxides on sand grain surface rather than intrinsically within the grains themselves.
