Firstly, I understand the charting inputs, but I could not explain, hence why I generally STFU and don't comment on charts, but do read/listen to those who have experience and can simplify explanation of what the charts are saying. pretty pictures included.
Secondly, FA feeds into the charts, but ignoring FA like commodity equities follow commodity prices, things can deteriorate very quickly, as we have seen over the past few weeks.
To answer your question, I use both TA and FA, as an FA event will be visible before its baked into the charts, and no, I didn't mean a decent understanding of fundamentals before investing, I meant listening to the Chartist here before investing, for which you were asking for assistance, after you had invested, sold or whatever.
