''The Lord smelled the pleasing aroma and said in his heart: “Never again will I curse the ground because of humans, even though every inclination of the human heart is evil from childhood. And never again will I destroy all living creatures, as I have done.'' = Quoted by Gum.
So my question: If the human heart is flawed, inclined toward evil from childhood....who is responsible for this state of things? The child who has no say in the state of their heart or mind, or the creator who designed the human heart and mind?
Reading the quotation and your question, I would say that the creator, smelling the pleasing aroma, realised that it had the duty of care toward its creations and promised to never again punish them.
