I think you are wrong regarding phosphate.

I don't care if we mine fairy floss as long as it brings in money and pays the bills.

It is there for sure!
There is no proof that there is a payable amount of copper or any other glamour mineral.

The phosphate would pay the exploration bills without the need for a CR.

Once the employee situation is resolved ( removal of dead wood ) there is no reason we cannot get the phosphate looking for the copper and gold.
This would be a dream situation in my opinion.
