From my perspective, the development cost is low compared to current earnings. Coal price would have to drop under US$150 per ton and stay there for the full year for WHC to come close to recording a loss while developing projects. This is highly unlikely to happen in the next few years, which just so happens to be the same time frame that both Vickery and Winchester are due to be production ready.
