OK I looked into this further, Rio's DRP booklet says that Rio buys DRP shares on-market, after the payment date of the dividend. So at the present time, Rio is wading into the market to purchase shares to satisfy the DRP.
They are giving themselves several trading days to complete it and calculate the average price.
