these types of schemes always end in failure and cost to taxpayer. Once govt thinks it knows how to run a business the gravy train begins. But its symptomatic of the wider renewable energy craze which is certain to lead to projects being completed at 2-3x over what they can relaistically return as a cost of capital...hence the great boom is a profitless one but for the capital equipment providers and labour........so yes its a risk for ORG and AGL as government interventions will create the market failure.........
