They can import all the nursing staff they like.
However they can't force nurses to work in Aged Care.
And where are they going to find staff for rural areas??
Who's going to want to migrate to Australia only to be sent to some godforsaken backwater, 1000 miles from anywhere???
But nobody ever asks these questions, so......
