Mate @Rooster_1 , there is never a great time to develop a mine coz you do not know what will happen in 6 months time.
We need to get to production asap with the lowest capex, once we are producing this will be different story.
You can't wait for the IO price to be $200/t to start builing the mine, we need to be in production when that comes and it will we all know that. My guess is 2031 or before.
