Yes it will be built if the economics stack up either through market forces or if the govts throw crap loads of our money out as incentives
Funny thing is despite the current green extremism at our govt level I just heard this morning that the second stage of a large project I have some involvement with has been put on hold due to lack of funding and this is a project that has been in the pipeline for about 4 years now
