MOU's are entered into, subject to many conditions, one of which is completing due diligence. Due diligence is to protect a buyer from paying too much for an asset and that does not really apply here.If ICN cant deliver then Sinogas can walk away without having to pay anything.
I think there may be some short-selling going on and we can check on this over the next few days.If there is short-selling then the sellers run a big risk if they are still exposed at the time ICN's next announcement happens.
