because they are not trying to sell them. they are "stacking the depth" so the headline number on the sell side looks huge... scare tactics.
if you had 4 million shares you were trying to sell into an illiquid stock trading at 52 week lows would you dump them on 1 line some 30%+ over asking... or would you drip feed them into the buy side quietly as it rises.
it's a game.
