    First thing ...

    Get rid of the archaic Legislative Council or Upper House in NSW, VIC, TAS, SA and WA.
    Queensland manages and has done so without one for one hundred years.
    NZ did away with theirs 170 years ago.

    State reform is probably in the too hard basket.
