Rather than isolate Victoria, the sensible thing to do is to compare/contrast the cost & amenity of the Vic system with that of say Sydney or Brisbane and then make judgements.
IT/smart systems are not cheap and they do, in effect, replace employees to issue tickets and admin.
Perhaps the RW advocates here are advocating the labour intensive ticketing system in preference to the automated system? If so, then they are in accord with the Trade Unions that want ditto.
