because there aren't any NEW governments.
when an organisation replaces one employee, the organisation is unchanged, whether the employee is the cleaner or the ceo.
(not that ceo is the highest position, nor is chairman, nor is the biggest shareholder, it cluld be something else in the top position, maybe unseen).
what about more than one employee?
when a global company sacks 10,000 staff at once, does the organisation change? no.
during the next boom, when thousands of staff are hired, does the organisation change? no. certainly not unless the morality of the people changes - but if the morality improved sufficiently enough, there would probably be no workers willing to work for a government organisation for example.
simples.
how do useful dupes get selected?
the same way a company promotes staff.
a junior salesman with promise becomes a salesman through promotion and associated rewards, with annual reviews, the salesman then has good results and becomes senior salesman, then shows the right leadership and becomes regional sales manager, then shows the right mindset for managing sales staff and becomes national sales manager, and on and on. not that difficult huh?
replace salesman with ego worshipper and the same process of vetting applies. a filter that is always there working away as long as ignorance is greater than morality.
