Hancock are doing the ring arounds again, trying to see how many people are going to take up their offer. Assuming they aren't going to get much positive feedback (who in their right mind would accept 28 cents, or slim chance of 36 cents, when they can sell today for 39 cents), they're going to need to increase their offer to get any takers.
