Full capacity is at a much higher wind speed than 9m/s. 50% @ 8m/s is a reasonable estimate.
3m/s is negligible generation.
It doesn't look like a good wind resource at all if their graphs are related to nameplate capacity. CF looks around 20%. Would help if they published useful info.
