Using the word EVERY is a bit of hyperbole, all you have to do is influence the RIGHT ones in positions of authority, most of western society's systems are so regimented and regulated there is no option but comply! Like pieces on a chess board some are sacrificed in winning the game.

I cannot imagine EVERY doctor and EVERY nurse being corrupt, they may have challenged in what they were asked to do but the SYSTEM ordered them to do it anyway, or lose their job, reputation, career.

It's an insidious systemic level of corruption not individual corruption.
