Another way to look at it would be if EximBank think they could lose out on Belinga,they invest in SDL and gain by not having to lay out for the full amount like at Belinga.

I think Belinga is a harder case to get over the Environmental problems.Not just around the mine site but getting a rail line to port through the rest of Gabon.
The rail line that goes towards Belinga I believe is not suitable for railing iron ore.
