the saving grace is its a massive embarassment for the govt if they reverse their own decision whilst costing several hundred, maybe thousands of jobs in the area -> i.e. they will lose votes
so we hopefully can count on govt to act in their own selfish interests
plus yes they get some ridiculous royalties
