fragmented may not be a bad thing, as we only need one county to adopt MABR at scale. One Mayor that has the disruptive mantra in his / her blood that sees MABR / decentralised wastewater management as a smarter way of solving their waste water problems.
I don't expect FLC to be the one driving MABR mainstream, that will be some bigger water player down the track. FLC's mission in the US is to get noticed by said bigger water player.
