That's too many assumptions for me.

There is no staff to carry out the requests for information out in the field. The only guys available are being helicoptered around by Rio and bhp to compensate for the further lack of staff at the actual epa office. My Friday night 'uber driver' was explaining some of the lengths the big guys are going to atm to get things over the line on the administration and approval side of things to be in a stronger position for the looming renewable energy boom.
Add to that management that is unorganized on their side of the job and a month can fly by pretty fast.

I would not be surprised if it's 3-4 months delay for every information request.

Stan is a believer though, patience is required.
