timber, what do you think 8 years worth of operations and maintenance costs will be. Do you know anything at all about telco sector apart form 'omg telstra plans suxx' (yes they do lol). Further, do you think people will lend 40 billion for free over 8 years without wanting a nice annual return. at say 5% annual thats nearly 60 billion when you calculate interest.
Finally I'll believe 43 billion when conroy, as my math teacher used to say, SHOWS HIS WORKINGS. geeze I wonder why he hasn't done that so far.
