IMO, if children are not responsible for their actions, then their parents ought to be....in otherwords there should not be a gap in responsibility
If these kids parents are still drawing welfare for the upkeep of these kids, then legally they should be responsible for the damage these kids cause. IMO, it should be a package deal.......look after your kids; otherwise they will become Wards of the State and you wont get Child's Welfare Support.
The alternative is that these kids become Wards of The State. This marauding the streets is an apprenticeship to crime and Indigenous incarceration figures support that theory, IMO.
