My two bobs worth...
I reckon CUE got shirty about the clause where PB gets the option to become the operator. CUE handed MEO 70% of artemis and the right to be the operator. I am guessing that CUE figured it was good for MEO to do the legwork and if anything ever came of it, then CUE could get involved with it more heavily again.
Now MEO is looking to subcontract its subcontracted rights and that possibly doesn't sit right with CUE as it changes the playing field and potentially closes the door for CUE.
I am guessing that the side agreement was to let MEO subcontract the operator's role to another party other than themselves, and this won't suit CUE as it distances them from the controlling 'status quo' that they held originally.
Anyway, as we now know, this has gone ahead anyway, and I am thinking MEO have suggested that they have enough support and legalities on their side to go ahead regardless and have said they will see CUE in court.
CUE seem to have quite a reputation for spending time in court.
I wonder what PB's annual budget is for court cases...
A billion or two? :-)
