2000tpa is the capacity of the plant, ie how much they can produce. l imagine they're free to build ponds for future use but it wouldn't be prudent to spend the money without 100% certainty. I might hazard a guess that it has a place in the 2ktpa plant and may also be used for the next stage.

"By then you would assume that they have the approval for the 12000 tonne pa locked away." - If there was anything concrete enough to proceed then it would have to be announced. I agree it's a bit perplexing, hoping to find out soon!
