Sorry , It certainly does NOT come the territory ..Outside world " yes " , but certianly NOT when you are imprisioned . You are being held , therefore particularly in maximun security the individual must be protected .
The minute Carl goes inside , the State is in charge and he , just the same as anyone seving 24 hours for unpaid parking fines is owed a duty of care , the only difference is the amount of time .
In Carls case ..35 years ..Parking ticket ..35 hours .
Correctional services are in it up to their knecks ..should NEVER have happened and should NEVER be tolerated .
