Scott, I agree that prison isn't a powerful disincentive or humiliation for aboriginal men. But I don't see how else to change their behaviour.
We agree their behaviour must change. I don't think we could impose on "aboriginals" (however defined) a different penal code than for those who identify as a different colour.
There must be one standard of justice and penalties for all. We have gone wrong in allowing violence and child neglect in the aboriginal community.
We should enforce the law. This includes removing neglected children from harm.
